Job description

Why Sabel Systems Sabel Systems designs and delivers digital engineering ecosystems for DoD programs, enabling teams to connect data, systems, and personnel within secure, scalable environments. Our solutions empower programs to make faster decisions, close sustainment gaps, and meet the digital acquisition requirements. Rather than simply proposing transformation, we implement and operate it at scale. Our method is clear: we orchestrate existing tools into a governing system of record, ensuring government ownership of infrastructure and traceable decisions. There’s no vendor lock, no proprietary baselines, and no need for ATO rebuilds during transitions. Sabel Systems is redefining modern defense acquisition. If you seek to solve complex challenges at scale and want your work to directly accelerate military capability while reshaping the DoD’s approach to digital engineering, this is the place for you. Complexity Simplified. Mission Amplified. What You’ll Do • Facilitate core Scrum ceremonies across multiple cross-functional Agile teams operating on two-week sprint cycles (Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews/Demos, and Retrospectives). • Facilitate Daily Scrum of Scrums (SoS) sessions with AF-PLM CSO leadership, functional users, and Government test stakeholders to maintain synchronization and clear operational impediments. • Lead semi-annual Release Planning / Program Increment (PI) Planning workshops to scope product roadmaps, define Minimum Viable Products (MVPs), identify dependencies, and align team deliverables with Initial Baseline Reviews (IBRs). • Drive continuous team improvement through actionable Release Retrospectives, partnering with Government stakeholders to optimize delivery pipelines and reduce cycle time from design to deployment. • Collaborate with AF-PLM Product Owners and Subject Matter Experts (SMEs) to translate Baseline Change Requests (BCRs) and Technical Change Requests (TCRs) from the Information System Management Tool (ISMT) into structured Epics, Features, and User Stories in Jira. • Enforce rigorous Definition of Ready (DoR) and Definition of Done (DoD) criteria, ensuring software increments satisfy security scanning, automated testing, and acceptance criteria. • Guide teams in story-point sizing and estimation using the AF-PLM convention (where 1 story point equates to 1 day of development effort for a single contributor), and assist leadership with Technical Solution Rough Order of Magnitude (TS-ROM) estimates. • Track, measure, and communicate Agile velocity and sprint performance via Government-provided Atlassian tools (Jira, Confluence, Zephyr). • Enforce contract Quality Assurance Surveillance Plan (QASP) performance standards, maintaining planned sprint backlog story execution per 2-week cycle. • Generate and brief bi-weekly and monthly program metrics for Program Management Reviews (PMRs), including sprint burndown, velocity variance, cumulative flow, defect resolution trends, and workload allocation. • Coordinate defect resolution and regression triage, ensuring all Priority 1 and Priority 2 Deficiency Reports (DRs) are remediated prior to Test Readiness Reviews (TRR) and User Acceptance Testing (UAT). • Serve as a bridge between technical implementation teams, the AF-PLM CSO, Functional Requirements Boards (FRBs), and Configuration Control Boards (CCBs). • Work alongside Systems Engineers, Lead Configurators, and Solutions Architects to align sprint goals with User-Centered Design (UCD), Test-Driven Development (TDD), and automated testing practices. • Support program onboarding, interface integration, and transition activities without interrupting ongoing operational cadences. What You Bring Required • Active U.S. Department of Defense (DoD) Secret Clearance (U.S. Citizenship required) • Bachelor’s degree from an accredited university in Computer Science, Information Technology, Engineering, Business, or a related discipline • 5+ years of demonstrable experience leading Agile teams and delivering enterprise IT software capabilities • Experience managing agile workflows using Jira, including backlog refinement, sprint planning, and tracking team progress • Proven experience operating within a Department of Defense (DoD) or Federal DevSecOps environment coordinating sprint cadences, release gates, and capability drops • Any of the following Agile Certifications: • Certified ScrumMaster (CSM) or Advanced Certified ScrumMaster (A-CSM) via Scrum Alliance • Professional Scrum Master (PSM I / PSM II) via Scrum.org • SAFe Scrum Master (SSM) or SAFe Advanced Scrum Master (SASM) • PMI Agile Certified Practitioner (PMI-ACP) Preferred • Familiarity with Product Lifecycle Management systems, specifically Siemens Teamcenter (Active Workspace, BMIDE, or workflows) and CAD/BOM digital engineering data pipelines. • Familiarity with Air Force Cloud One or AWS/Azure GovCloud environments operating at DoD IL4/IL5 data classification tiers. • Expert-level proficiency configuring and maintaining Jira boards, dashboards, roadmaps, Confluence spaces, and Zephyr test metrics. • Working understanding of Air Force Materiel Command (AFMC) Log IT Change Control Processes (CCP), ISMT change workflows, and Air Force Life Cycle Management Center (AFLCMC) governance. • Practical experience applying Scaled Agile Framework (SAFe), LeSS, or Scrum@Scale in large multi-team enterprise environments. • Familiarity with DoD 8140/8570 baselines, DISA STIGs, and Risk Management Framework (RMF) integration into Agile release cycles. Our Core Values • Bias for Action: Decisive. Purposeful. Agile. We move with the speed of relevance to drive impact and progress. • Integrity: Respect. Ethics. Transparency.
