Job description

Director of Business Operations – EDWP About Visiting Nurse Health System: For more than 78 years, VNHS has been a trusted, non-profit provider of home healthcare, hospice, and palliative care across Georgia. Our mission is to deliver exceptional care with compassion, dignity, and respect , ensuring patients and families feel supported every step of the way. Own Your Market. Build Meaningful Relationships. Make a Difference When It Matters Most. Visiting Nurse Health System (VNHS) is looking for a Director of Business Operations (DBO) who is energized by getting the details exactly right. This role owns the financial, operational, and regulatory infrastructure behind our Medicaid Elderly and Disabled Waiver Program — the systems, data, and compliance frameworks that determine whether high-quality, member-centered care can be delivered consistently and accurately, day after day. You will be the person others rely on to know the regulations cold, catch what others miss, and build the reporting and process infrastructure that holds up under audit. This is a role for someone who trusts data over assumptions, prefers a well-documented process to a shortcut, and takes real pride in being the resident authority on how the program should run. You'll work with a fair amount of autonomy, own a defined set of financial and compliance functions outright, and partner with clinical leadership and program managers where systems intersect — not as a matter of constant collaboration, but where precision on your end genuinely changes the outcome on theirs. What You’ll Do: Strategic & Operational Leadership • Develop and implement operational strategies that support program growth, sustainability, and service excellence. • Support process improvement initiatives to enhance service delivery, efficiency, and client satisfaction. • Own the KPI reporting process end-to-end — monitor performance metrics, build the action plans they call for, and be the one who can explain exactly why a number moved. • Coordinate data collection and analysis to support case management operations. • Support expansion initiatives, partnerships, and community engagement efforts in collaboration with the EDO. Financial Management • Collaborate with the EDO in budgeting, forecasting, and financial reporting for the program. • Ensure fiscal accountability, cost control, and responsible resource allocation. • Manage revenue cycle processes, including billing, reimbursement, and contract oversight. • Identify funding opportunities and support grant budgeting and reporting. Compliance & Risk Management • Know the regulatory requirements, accreditation standards, and payer guidelines well enough to be the final word on whether something is compliant. • Oversee policy development and implementation to maintain operational compliance. • Manage audits, reporting requirements, and risk mitigation strategies. • Investigate internal and external complaints related to referrals, communication, provider relations, and case management activities. • Maintain documentation systems aligned with healthcare and community care regulations. • Demonstrates understanding of EDWP manuals, Medicare and Medicaid guidelines, physicians' orders, and the standards of care. Human Resources Management • Develops and manages staffing models, recruitment, performance evaluations, and professional development for direct reports and administrative staff • Interviews and selects new candidates for employment. • Maintains an open-door policy to promote transparency, collaboration, and active listening. • Oversees the successful orientation of new staff. • Identifies staff for training and develops or recommends training modules through MedBridge. • Handles sensitive issues with confidence and composure, setting a positive example for others. • Foster a culture of accountability, collaboration, and continuous improvement. Stakeholder & Community Relations • Serve as a liaison between operations, clinical teams, executive leadership, and external partners. • Support contract negotiations and vendor management. • Represent the organization in community meetings and stakeholder engagements as needed. Lead with Energy, Integrity, and Compassion • Bring urgency, enthusiasm, and professionalism to every interaction. • Balance a competitive, results-driven mindset with a sincere commitment to patient dignity and comfort • Represent VNHS values—Respect, Integrity, Excellence, Stewardship, and Care—in everything you do. What You Bring: • Bachelor’s degree in business administration, Public Administration, Healthcare Administration or a related field. • Master’s degree preferred (MBA or MHA). • 5+ years of healthcare management and experience leading and managing a team in healthcare or community-based services. • Deep understanding of Medicaid waiver programs and managed care principles. • Strong knowledge of healthcare reimbursement models, budgeting and regulatory compliance. • Must have knowledge of public care management programs, aging services, and/or public administration. • Proficient in the use of MS Excel software for performance improvement and financial and data analysis. • Monitor Key Performance Indicators (KPIs) and analyze performance metrics to identify and resolve operational bottlenecks. • Requires proven interpersonal skills with ability to communicate effectively and negotiate problems. • Self-motivated, competitive, and confident working independently • Reliable transportation, valid driver’s license, and current insurance • Must be familiar with general use and functions of the computer, such as, usernames and password concepts; internet; e-mail; navigation of computer desktop or laptop, including starting programs, using files, and Windows, effectively use navigation buttons and tool bars; ability to self-manage online HR services and online training programs. Why This Role Suits a Deep Subject-Matter Expert This job is built for someone who would rather be right than be popular about it. You'll have real independence over your area of the program, a structured, process-driven environment to operate in, and few direct reports to manage rather than a large team to keep herded. Recognition here comes in the form of being trusted as the authority on your subject — the one people come to when they need the real answer, not the quick one. If you'd rather dig into the regulation, the spreadsheet, or the audit trail yourself than delegate it, and you take satisfaction in a system that's finally airtight, this role was written with you in mind.
